on Economic Recovery in Iraq and Afghanistan

About this discussion: To win hearts and minds in conflict regions, the U.S. military has embarked on a broader nation building effort that includes, among other things, economic recovery. In some cases the military has taken on this role directly, while in others the military is working with the broader set of actors, both government and non-government, that work in post-conflict contexts. Provincial Reconstruction Teams (PRTs) are one of the newest forms of civil-military cooperation that aim to address some of the governance and economic challenges in areas that have limited security or those areas in which NGOs and contractors have yet to reach.
This three-day online discussion, hosted by Mayada El-Zoghbi of Banyan Global and facilitated by guest moderators Frank R. Gunter, Rick Carbone, and Marc Chandler, discussed how development and aid organizations have worked with the military in the active conflict theaters of Iraq and Afghanistan. The discussion focused on the PRTs in Iraq and Afghanistan, but also addressed other related themes such as broader civil-military cooperation, the role of the military in nation building, and the intersection and often opposing objectives of military and civilian actors.
Each day, participants contributed their own experiences, questions and comments in the forum:
- Day 1: PRT Evolution in Iraq - Guest moderator Frank Gunter, Associate Professor of Economics at Lehigh University, discussed the broad military economic development strategy in Iraq. He discussed how PRTs have evolved in Iraq and the types of partnerships, structures, and programming activities that have been used.
- Day 2: An Inside Look at PRTs in Afghanistan - Guest moderator Rick Carbone, General Development Officer of the PRT in Gardez, Afghanistan, took the participants inside one of the PRTs. Rick described, among other things, how the Gardez PRT, the first in Afghanistan, works to identify and select economic programs and how it structures activities with civilian organizations.
- Day 3: Are PRTs the best form of civil-military cooperation? - Guest moderator Marc Chandler, Brown Brothers Harriman and NYU, discussed the broader picture view of civil-military cooperation. Building on Day 1 and 2, the third day explored other civil-military forms of cooperation and the broader issues of economic growth for countries emerging from conflict and the issues around the expanded role of the military in nation building.
