What is a Leader with Associates (LWA)? 
An LWA is similar to an Indefinite Quantity Contract (IQC) but uses cooperative agreements instead of contracts to fund and carry out activities.

What are the advantages of an LWA?
There are a number of advantages to using an LWA over other funding mechanisms.
Specificially:

  • Speed of procurement—No further competition is required to issue awards, and the mechanism uses simplified documentation.
  • Responsiveness—Streamlined process for rapid deployment of technical teams and program implementation.
  • Accountability—Awardees remain directly accountable to the USAID Mission or operating unit issuing the award.
  • Wide range of easy-to-access integrated services—The consortium of organizations has the breadth and depth of expertise to respond to Missions’ needs for services at all levels of the economy— from enterprise development to institution-building to legal and regulatory reform.

I am a USAID Economic Growth officer, will I need to compete my activity under the FIELD-Support?
No. Contrary to an IQC, an LWA has been pre-competed so USAID missions may launch activities more quickly by simply sending a SOW to the CTO or the Program Director. There is no need to compete the resulting RFA within the LWA.

Do I have less control using the FIELD-Support LWA than I would through an IQC?
Although an LWA is a cooperative agreement, Missions approve technical designs, negotiate costs and are directly involved in overseeing project implementation.
